I have done a load of work w/ .ru institutions and Etherpad so it is no surprise to me that .ru is leading the way by moving most of their goverment SaaS stack to FOSS.  Kinda cool though, they have the talent & skills.  I expect this will mean some cool (maybe understandable stuff) will come from .ru.  Historically most open source from Russia has been confusing, this move may give early/late teens an advantage of early adoption.
